It is peeping and moving it's beak but it is not breaking out any more after 9 hours.. Should I help it.. If so how?

If it is still cheeping, leave it alone. 9 hours is not bery long for a hatching chick. Really.

Many things need to happen, most important is the veins lining the inner lining need to be absorbed, and the egg yolk needs to be entirely encased with in the abdomen. THis all takes time.

I do not help until 18 hours post pip. In my experience, anything sooner results in bleeding vesels and then I feel bad that I have weakened the chick by robbing it of vital blood.

Spend the time waiting looking for the instructions on how to do this; look at the sticky at the top of the threads on hatching. It does take care to break into the shell without injuring the chick AND to peel back the white membrane without damaging the very fine clear membrane with the vessels. THis is three layers of tissue to work with. Ultimately break away the shell along the natural zip line starting where it has externally pipped.

Patience. It most likely will zip when it is ready. Some can zip in just a few hours and be out.
