Sometimes they do pick at each other - it can be from boredom as well - maybe hang some fruit or veggies in the run for them to work on or give them a pile of leaves to dig through. A little extra protein may be helpful too - especially if the hen that doing the plucking is eating the feathers as well.
Sometimes separation can help, but not always. If she continues to pick at the other one and you have made changes to diet and environment, think about pinless peeper to see if that makes a difference.
