It's pretty much when the neck gets into weird positions, and looks crooked.
Can be caused by injury and deficiencies.

Sorry, like I said, backyard chicken dad, lol It’s an egg layer feed. Was giving them Tractor Supply Dumor feed and was advised to steer clear from that.

Also, some eggs for selenium so the vitamin E is more easily absorbed.

Can you give us a complete description of behavior and her care?

I’ll do my best, throughout the day, I’ll go down to the coop, pet them talk to them give them some scratch, look them over and gather the C seeds.
The ones behavior is recently peculiar. Doesn’t come to the coop door with the others. Is kind of in her own little world.

There's nothing wrong with the dumor feed, it's just a bargain feed. What the protein on the feed your feeding? Any treats like corn or scratch?

I believe it’s 16% protein and yes they get scratch throughout the day.

I'd cut down on the scratch, as anything other than their regular feed shouldn't make up more than 10% of their diet.

Ok, Cut out/back the scratch, it's actually not great for them, it's supposed less than a tablespoon per day or less than 10% of their diet. If they fill up on scratch, they aren't getting enough feed and get deficiencies.
If you want to feed more scratch, you need a higher protein feed. :] atleast 18%
