I have a 30 gallon barrel with a spigot which I would use to make a maure tea, does anyone know what the ratio would be, of course I would put the manure/compost in a cloth.

No clue what the ratio would be, but I keep a kiddie pool for my ducks in the summer, they poop in there, I use this water on my plants and they grow like crazy without any sign of burning, so in my thirty gallons there's about two days worth of eight ducks poop.

There's no set ratio that I'm aware of.

Most people I know go by eye and estimate the amount.
Here is one of the "recipes" at I use.
In a black 55 gallon drum I suspend about 5 pounds manure in a mesh sack or two (the 5 gallon paint straining sacks work great for this),
I then start filling the drum up with water, once the drum is about a 1/4 of the way full I add 12 ounces each of molasses, liquid kelp, and fish emulsion.
I then fill the drum up until the water is about 6 inches from the rim, add a aerator (like ones used in a aquarium), plug the aerator in, cover the drum with a lid and let work for about two days...
