Is it possible to get hybrids through insemination? Chicken over Quail. (Coturnix)

It may be a remote possible due to chromosome count but extremely unlikely.

No, they are too genetically and phenotypically different to hybridize. Some kinds of quail, e.g. Coturnix quail (Coturnix japonica) and common quail (Coturnix coturnix), are able to hybridize with each other.
