Chicken run site and construction

Hi, my wife and I are new to "chicken world" So far we have four chicks,(2-whiteleghorn, 1-Barred Rock and a Sex-link. I am building a 4' x 4' coop tha will be on stilts. The big question I have is the run. We live next to Portland Oregon.Have lots of rain. Coop will be in part of Garden, which is muddy right now. Do we have to board up the sides of the run and put a roof on? If not, how will chickens handle the mud.(tracking in coop and so on). Is a "bad Weather" temporary sides and roof done at all? Any advice will be appreciated.

Skip and I use a tarp over our covered run to help keep atleast a part of the area dry for the chickens. I spread hay and food grade DE in the wet area to help keep it drier.

We've had a wetter/windier winter than normal and the tarp is worse for wear, at this point so we'll be replacing it as soon as we can.
