About half my flock has this "toe jam" problem, it’s this really hard build up of dirt? it's all in the same spot on both feat. I remove it and it comes right back. One hen has a hole right through her foot. It only happens to my Barred rock hens, my other breeds don’t seem to get it.

Yes, it's a build up of dirt and debris (poop, mud, dirt...).
You may have to periodically check and just remove it.

There's been a few threads where folks discovered it. I have not noticed my BR's to have the problem but their run is very dry, they are heavy gals, so I wonder if they did have access to wetter ground to dig in if they might end up with debris stuck in the crevices of their feet.

Here's another that's similar, they were able to pry the debris plug out of the foot.
