Chicken walking almost like its drunk.

My neighbor had a chicken that was getting beat up but the other chickens in the flock and sometimes It walks almost like its drunk it also occasionally moves it's head almost the same, kinda like it has a tick. The chicken eats and drinks. It barely crows (very quietly) and it's losing weight. I looked at its eyes they don't seem to be dilated differently. Just seeking any kind of advice to help them.
