Chicken Walks Like a Penguin

A friend's chicken (over a yr old) has been walking like a penguin on and off for over a year. When she does the penguin act she clucks.
Doesn't lay. Has been treated for leg scale mites and a URI. Everything else is normal.
Any ideas? Tumor? Arthritis? The web points to possible peritonitis, but again, she just came off of Baytril...maybe scar tissue?

A symptom of internal laying is that type of walk. She can have an egg stuck in the canal. Frequently they die of egg yolk peritonitis or ascites which is a build up of fluid inside the abdomen. It usually is a chronic disease.
