So sorry to hear about your birds.
Sounds like you had mycoplasma. Tylan is the only thing that works on that. Foaming eyes are very classic of mycoplasma.
Bleach can be better then nothing but once it gets in contact with dirt it doesn't really work well. There are a few things you can use. Lysol in the old brown bottle works a little better. Fogging the area coop and such with Ozine is the only thing I can think if to kill mycoplasma.
Waterers and feeders need to be sterilized with really hot water and old fashioned Lysol in the brown bottle.
The "brown" Lysol will kill cocci as well.
If you can get sunlight into the area then the sunlight will kill pretty much anything.
I would recommend that you have Tylan on had to treat future cases. It comes in injectable form and powdered form for chickens. I use the injectable form. Also have some good old fashioned VetRx on hand. It's an old school herbal remedy that is from the 1880's. It is an oil that is great to help clear up the nasal passages. I use a drop in each nostril, one down their throat, and a drop in each eye (if they eye is foamy). I also rub a few drops on the breast feathers to act like vapo-rub. But that is just me.
As far as I know mycoplasma in chickens is not transferable to anything other then other poultry. Your dogs should be fine.
