Chicken with wierd feathers after molting

My chicken has molted during the fall and her feathers have grown back as sticks with only the top with a little bit of feather. My other chicken has perfect feathers with nothing wrong with them and is plump and fine. Does anyone know what is wrong with my chicken?

This is very strange. Looks like a lot of broken feathers, damaged or plucked at. I can't imagine they grew like that? When feathers grow they have hard skin sort of shells around the bottom length and this sheds off in time or with dust bathing or preening.
 
I have a bantam Cochin hen who has had the same thing happen with her, while no other birds on the same feed/diet have shown any symptoms of these odd feathers. And hers did grow in as her new set straight after molt, pecking was not a cause. As it is not hindering her in anyway I am not that concerned, and really, I don't think there is anything I could possibly do to change her feathers, it's just how they grew in.
