Chickens and the wind

I have put structures in place to block the cold wind while my chickens are out in the run. Right now it’s 49 degrees and 15 mph winds... not one chicken is going to those structures! I kept the structures covered but open so they won’t feel trapped. They are all huddled together hunched up in an open area. What is going on??? I don’t want them to get sick... any suggestions?
 
Favorite treats usually help chickens get over their fear of new things. Mine act like I'm the grim reaper paying a call whenever I bring something new into the run. Put some food around it, and ten minutes later, they're like, huh? what? I didn't run away. I wasn't scared.
I brought a new hot pink manure fork into hen house yesterday and it caused absolute chaos amogst the flock for several minutes. Kinda like a gross Grim Reaper... Grim Pooper.😀

I have had a lot of animals in my life... and none are as strange as chickens.
