Chickens bullying others

I have two 7-month old hens, but the slightly smaller of the two is bullying the bigger. She is always chasing her, pecking her, and pulling her feathers, etc... I just lost a hen two days ago to unknown causes (she just randomly died).

Perhaps the bullying is related to reestablishing the pecking order?

Please tell me what it is and how I should stop it, if I should stop it.

Yes, anytime you add or subtract from your flock numbers the pecking order gets shuffled around. Your smaller hen is taking advantage of an opportunity to go up a peg. Is she constantly bullying without letting up or is it occasionally throughout the day? If she is injuring or not letting up you may have to separate and re-introduce her in a couple of days. If it is only occasionally throughout the day for a couple minutes at a time and she is not injuring the other hen I would let them settle it on their own.
