Chickens escaping through the egg door?

To be honest, I don't mind the regulations. 6 hens, max, no roosters. You can apply for a permit for more hens, or to have a rooster, but I don't think that's a good fit for people who live in a major metropolitan area. I have double lot, so it's 80 feet wide vs. a standard 40 foot wide lot. 120 deep. We're packed in fairly tight here in Mpls, so we need urban chicken keeping requirements.
 
I ook a peek through the Mpls rules concerning chickens, and it isn't listed on the summary page. The summary directs users to read the full ordinance text, but then provides a location that doesn't exist???

The woman in charge of the chicken permitting process did tell me on the phone that the city requires a heat source, as did the guy from Egg/Plant on Selby Ave in St. Paul, where I took the required chicken keeping class. (As part of the permitting process, you have to take an approved chicken keeping class during your first year of having a chicken permit. One caveat: The permit is only good for the location where you reside. If you move to another house, you have to take the chicken keeping class again).

I guess in a huge city like Minneapolis(?) restrictions do have their place. What kind of heat source do they require/recommend? I would think that fire safety would also be paramount.

Wonder if they also specify adequate ventilation(read sarcasm)...which is way more important than heat(except to keep water thawed).

That one looks safe if you have to have one.....I guess they won't check to see that you are actually using it....pretty rare that it would actually be needed.
