How are chicken's feather's water-proof? Except the silkies and other breeds that are "fluffy".

Chickens are not water proof. They can be a little water resistant but they will still get wet. Waterfowl on the other hand are. They make a special oil that the spread all over their feathers to keeps them from getting wet.
 
They have this little gland at the top of their tail that produces oil. When they preen, which they do often, they are spreading the oil with their beaks on their feathers. Watch them how they do it. It's very interesting. They rub their beaks on that gland to oil it and then spread it along the feathers by rubbing them. This is a chore that needs to constantly be done since the oil on the feathers does not last long.
