chickens just not fat

I have had my chickens for nearly 6mon. and they just don't seem fat enough to me. They don't seem to have enough meat on their breast. I can feel their breast bones.
They are laying pretty good but I wonder how big their eggs should be at this time. Some aren't even small size (compared to store smalls).
I do have them on layer and they free range. They get pellets but I don't think they like them and intend to switch to crumbles.
I had them on chick feed til 21-22 wks. I thought I was supposed to keep them on that til they switched to layer.
I just wonder if they should have more meat on their bones.
Any comments as to how fat they should be at this time?
 
What kind of chickens do you have....If they are leghorns, they are lightweight for example, but our leghorns will lay an egg that is Large or Xlarge all the time...Small weight, but very thrifty eggs.

Do share pics if you can and tell us more.

Do you have roosters with them....It could be that roosters are being the food hog.

It may also be an underlaying sign of illness or poor growth. Are you feeding scratch,,,,if so, back of it and give more layer, feed is like candy and not enough nutritients.
