Something you could try...

Basically switch them. Put the young pullets in the coop where you want everyone to be.

Start with maybe 2 of the older hens, lower or middle of the pecking order best as you can figure. Put them in with the young birds. Since they'll be outnumbered, things should go okay. Keep the multiple feeders and waterers out. See how things go for a few days. Expect a lot of fuss at bedtime, this is totally normal. Bedtime triggers bad behavior in chickens and toddlers

. Just let them work that out themselves. But I'm thinking, without the older birds to intervene, the littles will figure out where to roost and get in the habit of where to sleep.

When things are stable, add in another older bird or two. You'll have to know your birds, who to add and how many at a time and how often. But giving the pullets the "home court advantage" so to speak could well make the difference in getting everyone to live together. They'll likely never be a really cohesive flock, the two groups will likely keep to themselves. But no attacks, etc.
