Chickens with flakey skin?

My phoenix roo, and my phoenix hen have kind of "ashy" combs. I live in Florida, so the cold can't have anything to do with it. Can anyone tell me why this is happening, and how I can clean it up?

Mine had that and what I did was give them a nice coat of Vaseline and turned out they were just so dry and soaked up all that Vaseline and they looked just fine.
