Is that caused by the merle gene?

Or is it a merle-colored puppy with a problem caused by something else?

It can't be all that common, or I'd be able to find something else on the internet talking about it, which I cannot. This one just doesn't make sense to me.

The puppy is labeled as a Chihuahua, the puppy looks to only have one copy of the merle gene, the puppy has bulging eyes, and the puppy also has something (maybe brain?) sticking out of the skin between the eyes.

Double merles are usually the ones with problems, and a common problem I see listed is small eyes. So single merle and bulging eyes doesn't seem to fit that pattern.

Chihuahuas seem to have bulging eyes in many photos, and I've read that most or all of them have a soft spot or hole in their skull, so I would think this puppy's issues probably come from being a Chihuahua, not from having one copy of the merle gene.

(I don't actually like merles--the appearance does not appeal to me, and I know double merles have health problems-- but I just think it unlikely that THIS problem was caused by the merle gene. And if the problem did not come from the merle gene, then it would be important for the breeder to figure out what DID cause the problem.)
