He is a high energy dog. You cannot expect him to walk outside perfectly on a leash until he is mentally and physcially tired. Imagine trying to do a puzzle while on a sugar rush? You aren't going to preform well. Run your dog, play fetch, do SOMETHING, and THEN start working on heel. You will notice your dog will be tired and might even naturally fall into a heel. Reward that.

That's him.the only way I did befor walks was play with him untill he got exoughsted

Is there anywhere fenced that you can give him off leash time for just,,,sprinting around and playing fetch? He needs more exercise to be calmer on walks, and being calmer on walks will give him more exercise.
Yes I try to do it but he still funded energy ..the problem is he is well behaved inside

For how long? I'd find a field and get a 75 or 100 ft leash for him and play fetch and chase (I just say 'Come get me! and sprint in the other direction, they love it) until he is tired, THEN walk him and work on the pulling. As he improves on walks, increase the length of the walks and decrease the amount of time spent in the field.
