It sounds normal to me.
Chicks like to do that, especially when they first wake up.
It's like how puppies run around and play-fight, or children run around and yell.
Of course you need to be sure they have enough space. And make sure they also have other things to do (food to eat, water to drink, something to scratch in and dustbathe in, maybe some low perches to practice sitting on.)
But a certain amount of crazy running and flapping is normal and healthy.
And a certain amount of challenging each other and "fighting" is also normal and healthy.
I've noticed that seems to happen most in the morning, as if they wake up full of energy and need to do something with it
