Chicks pecking snd stepping on ones that are bathing

I have baby chicks. Why is it when one is rubbing itself in soil and laying down in that soil that the others peck that chick and even walk on her? Is this normal chick behavior?

Happens here too. I just figure that chickens, even as babies, are jerks.

Thanks. They do such unordinary things sometimes like walking on eachother. It makes them fun to watch but also is just weird for a newbie!
