Chicks picking at another chick

I have 3 chicks and 2 are picking at 1s back are they like grooming him or is it bad. Please help. Thanks.

I use BLU-KOTE (Dr Naylor brand) comes in a spray can You can buy in at tractor supply or on line at Murray Mc Murray hatchery Works great for chicks and adult birds. stops pecking they don't like tast. ( ware gloves ) Also antiseptic
