Chicks six weeks old-are the bigger two roosters?

My first hatch was five chicks, three lived. The last chick to hatch is a little runt, noticeably smaller than the other two. Her neck feathers are still coming in and her neck looks sooo long! Maybe she's not a runt and the other two are roosters? How do I tell? Hard to get good pics, but I included three.

How old are they? They look like pullets as far as I can tell though.
