Chicks Take out of nesting box

So I put hay in my nesting boxes but the chickens have been taking it all out and dispersing it through the coop. They do this every day. Any ideas of why? Or what I should use instead of hay since a lot of people recommend using hay? Thanks in advance.

Increase the size of the lip on your nest boxes so that they can not kick out the bedding.

How old are they?

I have found that my point-of-lay pullets make a horrible mess of the nests. I doubled the depth of the lip and they STILL manage to kick a good deal of straw and shavings out.
