Chicks won’t go under heat plate?

My chicks are 6 day old and I cannot get them under the heat plate I turned of the light I had I. There because my house never drops below 70 degrees and I have a lot of natural light during the day. They are chirping like crazy. I’ve included a picture of one of my bigger chicks to hopefully show wether or not it’s at the proper height. Thanks in advance.
 
I'm not an expert but they are a flock and I had to get a bunch of them under together before they figured out it was the place to be. Putting them in one by one didn't work. My litter is deep so they excavate to the level where they are comfortable. Mine is angled higher in front, probably a little more headroom than yours but mine are 2 weeks old.

Ok so I was firm with not letting them on the heat plate for a few minutes and kept putting as many of them under as I could. I’ve got 11 out of 12 under it and 1 whose pretty close to it. Thanks so much.
