Is the crop still full?
It may be constipated, so I would try to get her hydrated first - see if she will take a little water with 1-2drops of coconut oil to help get things moving - gently massage the crop in a downward motion. Poultry Nutri-Drench, 1drop would be good too. Get her hydrated first and pooping, then offer wet chick starter.

For the vent, since it's irritated and bulging, gently wash the vent. You can apply a little coconut oil, hemorrhoid cream or even Bacitracin to help sooth and heal the skin.

You are doing everything you can for her. Since she was having troubles when you got her, she may have some internal problems that just can't be fixed and she is failing to thrive.

I'll try the coconut oil! Thank you! I've been giving her drinks with the dropper when I'm home and I've also seen her drink from the waterer. Her crop feels okay now, I've been checking it. I'll try to get some Nutri Drench today too. I've never seen a chick poop completely undigested food so I feel like something is very wrong with her internally.

Ignore the poopy foot that needs to be cleaned, but these guys are the same breed and age. The one on the right is the one having problems

Generally they die within the first week or two if they have something wrong. I don't see it in every batch but I do occasionally get one that just fails to thrive from the start. Those that struggle almost never make it, but I have had a few surprise me, so I always try to do what I can, and hope for the best, but expect the worse.
 
It's still alive today and is eating and drinking but it's poop is now partly undigested and partly just liquid/diarrhea. Still hasn't grown and is being dwarfed by the others. It is feathering out though so atleast something is going right for it.
