City definitions

Agreed - the first thing you must know is how the law/ruling/ordinance is interpreted "legally." Then you can figure out what your rights are. Typically, if it is not specifically listed, it is not allowed. But because it is not specifically listed it can be also be construed to be permitted. That gives rise to how it is interpreted and whether or not it is "permitted." Personally, I'd get the quail. Keep them confined in clean quarters and let the city figure out if its permitted or not permitted IF (and that's a big IF) someone complains.
