It should have at the very top of the website, (circled)

Once you click on that, there are many topics you can post a question in. (Many more than shown, just scroll down) once you have selected your topic, click "post thread"

If you want it post a thread click "forums" and choose the subject your question fits in. I see its not a speech bubble on the computer
