City Ordinance interpretation question

My city ordinance says that we can have 'fowl' up to 6, hens only. It does not specify species. Am I right to interpret that to be ducks, chickens, guineas, quail etc. That they just have to be female?
 
That's what ours says. The reasoning behind hens only is that roosters make a heck of a racket. Having a drake around wouldn't be obnoxious to your neighbors, so I think the likelihood of anyone enforcing that is low if you're only keeping ducks.
 
Yeah I just wanted clarification on species more than sex. I have a male duck but nobody would know the difference if they dont know ducks well. I just wanted to clarify that it is ok to have ducks since the ordinace just says 'fowl' and 'hen'
 
I can have waterfowl, but not livestock...in my town chickens are considered livestock.
