Clipping wings - how old?

My naughty little EE, Robirda, has been flying up and running up and down our 4.5 ft fence, roosting on it, flying out of the run area, and teaching her friends how to be naughty too! She is about 11 weeks old. I don't want the chickens out of their run area due to neighbor dogs (and my husband isn't keen on stepping on/seeing chicken poo everywhere). Anyways, what age can we clip wings? I saw a few older posts saying to clip just one and to wait til older feathers are in, but I don't know quite how to tell. She seems to have her full feathers in. Has any one else clipped wings at 11 weeks?

Never had to clip wings that early but I don't live in a suburban setting either. By clipping one wing only the hen can only fly in a tight little circle. But I've seen them clear obstructions as tall as your fence with one wing. After you clip her wings if she can climb up a tree or board she will still get out but be unable to fly back over the fence if the dog attack.
 
We clipped two of ours around 16 weeks when the learned to fly over a 6ft fence!! It wasn't difficult. We watched a few YouTube videos and went to work. We were very careful not to clip down too low though. It's almost like the quick we have in our finger nails. Now the girls have gone through their juvinelle molt and I'm waiting to see if we need to do it again.

I wonder if they were lighter so it was easier to fly that high.
