I have this little chick from Hoover Hatchery, their website says they have buff, blue, black and partridge. This chick appears to be developing into a splash coloring. I assume this is possible if they are selling blue as the blue color comes out as 50% blue, 25% black, 25% splash.

Hmm interesting that little one looks more like it is developing a sort of silver based columbian type pattern/color.

I'm most experienced with silkies and don't know much about other breeds but thought I'd take a shot at answering as you haven't had a response yet.

I've seen pictures of silkie chicks that hatch looking similar to that. The ones I've seen adult pictures of looked silver columbian when they matured.

I don't think a splash would have those black spots on the head. Not sure how you ended up with that color from what they have available but it really isn't looking splash to me.
 
Did you get it directly from Hoover as a Cochin, or from a feed store that said they were the assorted Cochins. Just asking because my guess would be a Light Brahma (which I’m not experienced either ...)
 
I had discounted brahma based on chick appearance, but on second thought, she could very well be a light brahma. My kids would be happy, they wanted the biggest chicken i could find. 🤗
