Cochin? Frizzle?

Any idea what this maybe? We thought it was a silkie and well...it’s not. It’s about 3-4 weeks old. Any idea what it is? It’s also very timid.

Looks like a cockerel to me too. What do you think?

With that comb, I doubt it. Some of my sweetest chickens are cockerels.
