Cochin rooster question......

I‘ve bought a trio of Cochins and I was hoping to breed them, however the rooster who is 9 mos old seems to have a pretty lack luster tail..... will his tail get fuller with age or should I scrap my breeding plan with this rooster? We will be showing the trio at my sons 4-H fair in June, but had planned to breed him as well...... I’m open to honest feed back! We’re just very new at this and need some guidance!

your roosters taIl will reach its full magnificence if you give him more time.
my one year old roosters tail is ok, once he is 2 its better. Ive had 3 and 4 year old roosters and they just keep getting better.
