Cochin slow to feather out?

i HAVE A BLUE COCHIN AND AM CONFUSED. iT DOESN'T SEEM TO BE FEATHERING OUT NORMALLY. Stupid caps lock. Anyway, It's about 6 weeks old- any thoughts are appreciated.

This one is supposably the same age.

This one is supposed to be younger by about 3-4 weeks.

I have a bantam cochin that isn't feathering normally either. I have had a couple of experiences with slow developing cochins, I'm not sure of the reason. My rooster Piccolino was bought as a "pullet" and was shown at a fair as such but later turned out to be a roo.
