Definitely not true. I used to have some Buff Cochins and they had spurs. Even though they were a gentle breed, I always kept their spurs trimmed.
Another difference might be that my Cochins were standard Cochins, not bantams. And some breeders consider Pekins to be a completely different breed from Cochins. I don't know enough about Pekin bantams to know why, but perhaps spurs (or lack of) is one of the distinctions. Maybe another BYC member who specializes in Pekins would know.
