Cockerel getting feisty

Hi everyone,
I have a 16 week old cockerel who is getting to be aggressive with the other chickens. He chases them around and pulls out tufts of feathers. I am new to this (all of my chickens are between 8 and 16 weeks old) and I don't know if this is normal or not. He is not aggressive at all with people. The funny thing is he is a bantam frizzle Cochin and the rest of my chickens are standard size (mostly Easter eggers and silkies). There are two pullets he never messes with but he loves chasing the others around. No one ever stands up to him! He is like the Joe Pesci of chickens! He has always been our family favorite, so I hate to see him starting to act like such a stinker!
So, my question is should I be worried? He has never drawn blood. He pulls feathers, but doesn't peck. Is this normal rooster behavior?
 
Is he pulling out feathers as he tries to mount them? That is "normal".

Every bantam cochin I've ever had has been an oversexed terror and I never let them hang around too long, so I don't know if they outgrow it.

Basically he is single and ready to mingle and no one else is giving him what he wants.
 
If you need a cock bird for breeding and the damage to your pullets is unacceptable to you, he could kept alone for a few months
