Cockerel or not?

This is a bantam and I just noticed some some features that seem very cockerel like. This is not my chicken so I would love to get an opinion. This chicken hangs out in a group of 3 and they are ALWAYS together. And a little more wiggly when I hold it vs the others. They can’t have a rooster here so I need to help them figure it out! And I am pretty bad at this!!

He or she is 3 months old.

Thank you! I think he’s a cockerel then. That’s a massive comb and wattles for that age.
