Cockerel or Pullet

I know this question gets asked a lot but I still can’t tell if these 2 13 week old whiting true blues are cockerels or pullets?

Welcome to BYC. I'm not familiar with the breed, so I don't know how quickly they mature, but I think the splash colored one has a very red comb for 13 weeks.

Splash looks like a cockerel, and the black one looks like a pullet.

The black is pullet
