Cockerels attacking pullets

I've had hens for many years, this year I'm going to try roosters with the "replacement batch". Is it normal for the cockerels to brutally attack the pullets at four months old? This doesn't look like a pecking order thing, they are taking clumps of feathers out and the pullets are screaming bloody murder. Some pullets are hiding or staying clear of the cockerels.
