COLD AND SNOWY! treats?

So in pa its very cold and snowy i would love to let my chicks get outside by next week. i dont think its a bad thing. let me know if it is please. ALSO, is there a certain i should wate to feed them little "snacks" ?
 
I do not like to let my chickens out in when there is snow on the ground.... If they can get on porch or clear patches of grass I don't feel so bad for them.. Just afraid their feet will get frost bitten.

As far as treats I give mine cracked corn and dog food in evening just to be sure they go to bed with a full craw... Making sure to keep the feeders full of layer feed at all times. They need extra in this cold weather..
 
It has been really cold here in SW Colorado, I have been making my chickens hot oatmeal each morning and steaming them broccoli in the evenings...I'm pathetic.
