Cold temps

I have 5 quail in a small off the ground coop. I have an enclosed section but I am wondering at what temp do I need to provide a light or something to raise the temp. Also, is some hay enough? I live in Southern NM so it won’t likely get below the low 20s worst case for a night or 2.

It doesn't get bitter cold where I live, but cold enough to freeze the water in the waterers. Full-grown birds did fine in that situation, but I would have added heat if it got much more below freezing.
 
If these quail are coturnix, in general they are very cold hardy. They are not good with rain and drafts though, and are also famously bad at figuring out they should go into an enclosed area to avoid these, so if I were you I'd put a tarp or similar over the entire coop to keep rain and drafts out while still allowing for plenty of ventilation.
They'd probably be fine with hay as bedding, but straw insulates a lot better.
Kept like that, they should be fine even in temps approaching 0 F.
