Lot's of breeds are quite cold tolerant. My Austalorp, Plymouth Rock, Orpington, Wynadotte Cochin hens have all done fine this very cold winter in Michigan. Even the Old English hens have done fine although I wouldn't really call them a winter breed. However any rooster with a large comb has run the risk of frostbite at the edges on top. So any chicken with a really large comb would not be the best for a very cold climate (eg Leghorn).
 
Yes, the Black Australorps are very cold hardy birds. My girls have seen -30 already and did really well. They can tolerate the cold much better than the heat.
