Is this silver quail coloring on a female? Or is the 2nd picture what the quail coloring would be. If it's not what color are they?

The second hen looks more like silver quail to me

The first hen looks like an overly laced birchen, I’m probably wrong.(similar to my my brown red Japanese hen)

Egg Snatcher is correct. The first hen is silver birchen with extra lacing. Perhaps another pheomelanin enhancer is involved but I don't know what it would be.
Your hen might be a cross between an extended black or birchen and wheaten, partridge, or duckwing.
I had a cross hen with a wheaten Ameraucana father and a Dominique mother and she looked just like that but with gold leakage instead of silver. So just because it looks very similar to the birchen hen in the photo doesn't mean she is genetically similar.

She is duckwing and posable birchin. Only sure on the duckwing as Phoenix is the father.
