Yes, the combs and wattles are what makes a rooster attractive to females. Also, generally whoever has the largest comb (hen or roo) is at the top of the pecking order.

Here's a good example pic. The top hen has the biggest comb and then the brown one ducking has the smallest.


Also, combs and wattles are air radiators. During the cold it helps generate heat through the body. In heat it helps cool the chicken down.
