Confused Hen. Is this just dominant behavior?

So, I have this RIR hen, she is about 2. She repeatedly mounts the other hens, and is kind of a pain. She especially likes to plan her attacks when they are in the nesting boxes laying.

Yes, I am sure she is a she.

What is that all about?

if you don't have a rooster in your flock, there is a chance that "The Dominate" Hen will try and take over the role.
