Confused hen or is it a roo?

This is my what i thought is a 25 week old sultan/blue cochin pullet pip. i thought she was a hen but today she has jumped on one of my other hens twice and i don't know if she is confused because she hatched with two other roos which we have just had to get rid of because they were constantely on the hens and badly hurt my other roo. im pretty sure she looks like a pullet, what do you think?

Looks like a pullet to me, remember too that mounting other birds can be a dominance display done by both sexes.
 
I'm not seeing anything screaming roo at this point. I don't think she's confused at all, sounds like she's pretty sure she's the boss! As stated, mounting is also for social dominance, not just mating.
 
Thanks for the replies, im very surprised as ellie is one of the highest in the pecking order and pip is the lowest with my bantam and just tries to stay out of the way most of the time!

My beta dog would mount our alpha all the time--

both were neutered males. Alpha would allow it sometimes, kick beta off sometimes.
