Coop design help

Hey guys I've started my coop but while I was out my grandpa and dad put my nest boxes in...an old cabinet @ 48" of the ground ...my coop is in my garage...will my hens use nest boxes that high up

4 ft up is kinda high. If you have room, you can add a few wood bars in front and out a bit to help them hop up and in. My preference would be to lower that down a couple of feet for them.

If I put a ladder up to them will the walk up the ladder?

Yes you could add a ladder/ramp and then a platform or bar out 6" or 8" for them to get to each nesting box. I doubt that you want a ladder up to each box. I assume the boxes are close top instead of open top.

The boxes are an old cabinet on its side and the door opens on the outside of the coop but yea all four sides closed with open front

If the nest boxes are at the same height as the roost, expect them to sleep and poop in their nests.

What if I put the roosts above...or should I really lower it

Plus it looks like they will need some kind of ledge (look at pics of otherness boxes to see what I mean)
