I have to raise the back of the level 3 inches to make it even with the front.

3" isn't much....maybe just slide a few pavers under the low side/end.
If drainage is a problem there digging hole can make that worse.

They obviously have a bigger slope than I do. I'm not sure if hardware cloth is buried under sand, but I'm guessing they have gravel under the sand too. Which takes me back to one of my original questions: how much gravel is put down before the first brick is layed?
