I have 4 lovely hens and am also in the Pacific Northwest. I have a 6" layer of sand in my run over several inches of pea gravel. The run is over 50 sq. feet and its all coverd with a gabled roof. I use about 3" pine shavings in my henhouse over a vinyl flooring. It is soooo easy to clean the hen house and run--and no smell--whatsoever! I rake the sand periodically in the run and in the henhouse I just use a brush and swish the soiled shavings out at least once or twice a week.
So if I were you I'd try a cover and use more bedding.
